Birds of a feather?

It’s possible to use a mother made from a different type of liquid than the one you’re turning into vinegar. But in my experience the result in terms of both colour and flavour is better when you use an apple cider mother to make apple cider vinegar, a red wine mother for a red wine vinegar, and so forth.
